The scheme is meant for all UK residents – not just citizens. In official terms, it will be "available to all UK citizens and legal residents". In other words, if you are a British citizen or a legal migrant (for example, an EU Settled Status holder, a visa holder, a refugee or other resident), you will be offered a UK digital ID. The government says this will save everyone time by eliminating the need to check paper documents for jobs and services.
